In January 1991, the members of Chappelle Gardens, Hartford’s first HUD-assisted housing cooperative formed twenty years before, were in danger of losing their homes. After a nationwide search, the community selected Telesis to work with to save their 22-acre, 188-unit community.
Together, Telesis and the residents secured the first Up-Front grant from HUD for redevelopment. To implement the $8.4 million grant, the residents’ corporation entered into a fifteen-year development and management agreement to continue to own their homes, and Telesis redeveloped and provided management services. With a new community center, community policing initiatives, and an innovative homeownership program, Telesis and resident partners helped to transform the North East end of Hartford.
